【PDCA日記 Vol. 117「些細なことしか目がいかない？」】
私が学生に戻っていた頃、経営戦略の授業で「パーキンソンの凡俗（ぼんぞく）法則」を習ったことがあります。
「パーキンソンの凡俗法則」は、「些細なことについて、必要以上に組織は重点を置く」と主張しており、「自転車置き場の議論」が例として出されます。
ある会社で、「原子力ビジネスへの参入」と「自転車置き場の設置」について協議した際、「原子力ビジネス」は数兆円単位の話であるにもかかわらず、原子炉などの専門知識が必要になるため、多くのスタッフは話についていくことがチャレンジングでした。
一方、職場に自転車置き場を設置するかどうかについては、ほとんどの社員が議論に入ることができ、多くの時間が費やされることになります。
自転車置き場設置コストは、原子力ビジネスに比べて非常に安くすむはずですが、組織は多くの労力を「些細なこと（自転車置き場）」に割いていると、「パーキンソンの凡俗法則」は主張しています。
日本の国会を運営するコストは1日約3億円と言われていますが、1人5,000円の会費だった「桜を見る会」について、国会議員が連日議論をしています。
高等教育を受けている人が多い国会議員の中には、「パーキンソンの凡俗法則」を知っている人も多いと思いますが、「些細なこと」に重点を置くことでしか、票が取れないと感じているのかもしれません。
今回紹介する資料「MBAキーワード 図解 ビジネスの基礎知識50」は、「知っていると武器になるビジネスセオリー 」を紹介しており、営業、管理、マーケティングなど、すべてのビジネスパーソンにとって読んでおくとためになる情報が満載です。
「経営学はとっつきにくい」と思っている方がいるかもしれませんが、自転車置き場の話がビジネススクールで紹介されているなど、とっても面白い学問領域であると私は感じています :-)。

＜ Mr. PDCAのボンジュール英語「些細な」=「trivial」＞
今回出てきた「些細な」の英訳は、「trivial」となります。
ちなみに、「凡俗」は「平凡で俗っぽいこと」ですが、「凡俗」の英訳は、「triviality」です。
「パーキンソンの凡俗法則」を英語にする場合、「Parkinson's Law of Triviality」とすれば良いですね :-)。
When I was a business school student, I learned “Parkinson's Law of Triviality” in a business strategy class.
“Parkinson's Law of Triviality” insists that “The organization places more emphasis on trivial matters than necessary” and “discussion of bicycle storage” is given as an example.
When a company discussed about "entry into the nuclear power generation business" and "installation of bicycle bays", the nuclear power generation business is a story of billions of dollars, but expertise such as nuclear reactors is challenging for many staff to keep up with the story.
On the other hand, most employees can enter into the discussion about whether or not to set up bicycle bays in the workplace, and much time will be spent.
The cost of installing a bicycle parking area must be very cheap compared to the nuclear power generation business, but the company has devoted a lot of effort to “trivial things (bicycle bays)” and which is claimed by Parkinson’s Law of Triviality.
The material to be introduced today “MBA Keywords 50 (Japanese)” explains 50 business theories which can be a weapon and this book should be read by all business persons, I supposed.
You may think that “Business strategy is difficult to catch up”, but I feel that it is a very interesting academic field :-).
