【PDCA日記 Vol. 416「日本はシルバーデモクラシーではない？」】
今回紹介する資料「若者は、日本を脱出するしかないのか」は、「若者はどのような選択肢をとるべきなのか」を提起しており、「日本はシルバーデモクラシーではない」部分の以下フレーズが印象的でした。
「現在の日本政治を、単純に『シルバーデモクラシー』とレッテルを貼って分かった気になっている立場では説明の付かない事象が、最近の日本では発生しています。
つまり、全世代型社会保障確立の掛け声の下、相変わらず高齢者の給付に関しては手つかずのままですが、18歳選挙権の導入、子育て支援や、幼児教育無償化、大学生等への給付型奨学金制度の創設等、若者世代や勤労世代にも目配りした政策が充実しつつあります。
日本が本当に『シルバーデモクラシー』に覆いつくされているとすれば、高齢世代は、政治家に対して、非高齢世代に回せる余剰資金があるのなら、そっくりそのまま自分たちに使うよう陰に陽に圧力をかけるはずです。
また、自分たちの政治的パワーを保持する観点からは、18歳選挙権の導入は失敗と言えます。
こうした政治的潮流や、先に見たデータ分析の検証結果を素直に認めれば、日本には、シルバーデモクラシーは存在しないとの結論にたどり着きます。」（引用終わり）

P.S. ある日のPDCAカフェで、「自分が選挙に行っても一票では何も変わらないのではないか？」という質問をされた方がいました。
国政レベルにおいては、一票で大きな変革を起こすことはチャレンジングかもしれませんが、市区町村などの基礎自治体における選挙では一票で当選、落選が変わったりします。
実際に、市区町村の議会選挙では一票の有効性を確認するための裁判が行われており、政治家は一票を取るために必死で選挙活動をしています。
「全住民への12万円給付」で話題になっている東京都千代田区で行われた2019年の議会議員選挙では、522票を獲得した人が当選し、518票を取った人が落選しています。

市区町村で議員を経験した人が都道府県議会を経由し、国政に進出するケースがあることから、我々の一票は自分が思っているよりも強い力を持っていることになります。
というわけで、選挙に行くことは大変重要になりますね :-)。
＜ Mr. PDCAのボンジュール英語「選挙権」 = 「suffrage」＞
今回出てきた「選挙権」の英訳は、「suffrage」になります。
「日本では18歳選挙権が導入されている」を英語で表現する場合、「The 18-year-old suffrage has been introduced in Japan」とすればよいですね :-)。

The material introduced today "Whether young people have no choice but to leave Japan (Japanese only)" raises "What choices should young people take?", and the phrases below were impressive in the part "Japan is not silver democracy".
"There are various events in Japan these days that cannot be explained from the standpoint of what I am interested in, by simply labeling the current Japanese politics as silver democracy.
In other words, under the slogan of all-generation social security probability, the benefits of the elderly are still untouched, but the introduction of the right to vote at 18 years old, support for child rearing, free early childhood education, scholarships for university students, etc.
Policies, such as the establishment of the system, are being enhanced with a focus on the young and working generations.
If Japan really is covered by silver democracy, the older generation would have the politicians, if they had surplus funds available for the non-elderly generation, just use it as they were.
Also, from the perspective of retaining their political power, introducing the 18-year-old suffrage is a failure.
If we accept these political trends and the results of the above-mentioned data analysis, we can conclude that there is no silver democracy in Japan." (Unquote)
