PDCA日記 Vol. 507「自粛警察の正義と後ろめたさ」】

 

最近は「自粛警察」という言葉を聞かなくなりましたが、外出した際の「マスクをしなければならない」という同調圧力は中々のものです。

 

先日、一人で散歩している人がマスクをしながら息苦しそうにしていました。

 

不思議と言えば不思議な光景でしたが、一人で散歩をする場合にマスクをする理由が、私には思い浮かびませんでした。

 

今回紹介する資料「いまはそれアウトです!」は「社会人のための身近なコンプライアンス入門」をキャッチフレーズにしており、「自粛警察の『正義』と『後ろめたさ』」部分の以下フレーズが印象的でした。

 

「親子連れが公園で遊んでいたら見ず知らずの男性に威嚇された、県外ナンバーの車が石で傷つけられた、営業していた焼き鳥店に無言電話など、いわゆる『自粛警察』に関するニュースが数多く報告されています。

 

日本では諸外国と異なり、緊急事態宣言や特措法に基づく休業要請に強制力はありませんから、最終的には国民1人ひとりの自主性に任されています。

 

ところが、新型コロナウイルスに関する考え方は人により様々なため、自分と同じ考えで行動しない人に対する、『許せない』という思いから、上述のような行動に出る方がいるのでしょう。

 

自粛警察といわれる行為をしている人は、正義感に基づき、自分が取り締まらなくては、という思いで行動しているのかもしれません。

 

しかしその一方、面と向かって物申すのではなく、匿名で行っているところからすると、自分でもやり過ぎという意識があるのかもしれません。」(引用終わり)

P.S. 海外に目を向けると、日本の自粛警察のような存在はあまり耳にしません。

 

この背景には、日本の治安の良さが関係しているようです。

 

フランスのバス運転手が、マスクをしていない乗客に対して「マスクを付けてください」と依頼したところ、暴力を振るわれたニュースが報道されていました。

 

海外の場合、自粛警察のような動きをすると、その人に身の危険が降りかかる可能性があるわけです。

 

海外では、自粛警察ではなく、国家権力を保持する警察に任せているということになりますね。

 

この考え方は正しいと思っており、今後、日本で自粛警察のような動きが復活しないことを祈るばかりです。

 

自粛警察の問題は、「自分が正しい」と本気で考えていることでしょう。

 

ただ、自粛警察には権限がないため、他人に自粛を強要することは、法的な観点からも間違っているということになりますね。

今回出てきた「後ろめたさ」の英訳は、「sense of shame」になります。

 

「自粛警察の正義と後ろめたさ」を英語にする場合、「Self-restraint police justice and sense of shame」とすればよいですね😊。
