【PDCA日記 Vol. 518「ベーシック・インカムの課題」】
このPDCA日記では、ベーシック・インカム（以下、「BI」）に関する記事を時々投稿しています。
私自身は、BIに賛成の立場です。
BI導入によって、年金や失業給付、生活保護などの複雑な社会保障制度が一元化され、行政コストが削減されるため、社会全体での効用は高まると考えているからです。
2020年5月、スペイン政府がBIを閣議決定し、世界中で話題になりましたが、実際の手続きは中々チャレンジングなようです。
今回紹介する資料「共存と福祉の平和学: 戦争原因と貧困・格差」は「社会変革をめざす幸福平和学の試み」を解説しており、「ベーシック・インカムの課題」部分の以下フレーズが印象的でした。
「ベーシック・インカムによって全ての問題が解決するわけではなく、次のような批判が予想される。
この制度により人は働かなくなるのではないかということである。
しかし所得税が高いと勤労意欲が薄れると言うのであれば、累進課税率が高かった1980年代に高額納税者は勤労意欲が薄れたかというと、そうではなかった。
また、毎月一定の収入があると、働かなくなるとの意見もあるが、よりよい生活を求めてさらに収入を得る人も多くいるであろうし、そもそも最低の収入で自分なりの生活をすることも自由であろう。
仕事は全ての人にとって人生の目的ではなく、また社会の富を生み出すものは労働のみではない。
もし『働かざる者食うべからず』であれば、働けない人びとに差別が集中するかもしれない。
だが、そもそも親の財産は子どもが稼いだものではないので、『働かざる者食うべからず』の論理から言えば、金持ちの家に生まれ不労所得で暮らす人びとこそ糾弾されるべきであろう。
ベーシック・インカムが労働を阻害するのではなく、むしろ促進するとの意見もある。
生きるための労働ではなく、楽しむための労働は生産性が高くなる。
ベーシック・インカムにより義務的な労働が減る可能性があるので、むしろ生産性が高くなるかもしれないのである。」（引用終わり）

P.S. 日本でもBIに関する議論が起こっていますが、実現までにはかなりの高いハードルがあるようです。
BI実現を掲げる政治家が登場しても、年金受給者が大反対し、高齢者の支持を集めることはかなりチャレンジングでしょう。
社会全体の効用がどれだけ高まるとしても、現状維持バイアスを打ち破ることは簡単ではありません。
資本主義社会においては、企業がトライアル・エラーで事業を大きくしていきます。
ただ、政治の場合は、民主主義がトライアル・エラーを許さないこともあります。
イギリスの宰相チャーチルは、「民主主義は最悪の政治システムだが、人類は民主主義よりも優れた仕組みを見つけられていない」と述べました。
チャーチルの言葉は、的を射ていると私は思いますね😊。
＜ Mr. PDCAのボンジュール英語「阻害する」=「impede」＞
今回出てきた「阻害する」の英訳は、「impede 」になります。
「ベーシック・インカムが労働を阻害するのではなく、むしろ促進するとの意見もある」を英語にする場合、「Some argue that basic income does not impede labor, but rather promotes it.」とすればよいですね😊。
The material introduced today "Peace Studies of Coexistence and Welfare: Causes of War and Poverty / Disparity (Japanese only)" explains "Peace Studies of Happiness Aiming for Social Change", and the following phrases were impressive in the part "Challenges for Basic Income".
"Basic income does not solve all problems, and the following criticisms are expected.
This system may prevent people from working.
However, if it is said that high income tax reduces motivation to work, it was not the case that high taxpayers lost motivation to work in the 1980s when the progressive tax rate was quite high.
There is also an opinion that if people have a certain amount of income every month, they will not be able to work.
However, many people will earn more income in search of a better life, and in the first place you can live your own life with the lowest income.
Work is not the purpose of life for all, and labor is not the only source of social wealth.
If people who do not work should not eat, discrimination may be concentrated on those who cannot work.
However, parents' property is not earned by their children in the first place, so from the logic of 'don't eat those who don't work', those who are born in rich families and live on unearned income should be denounced.
Some argue that basic income does not impede labor, but rather promotes it.
Labor to enjoy, not labor to live, is more productive.
Basic income may reduce compulsory labor, which may rather increase productivity." (Unquote)
