今回紹介する資料「熟議民主主義の困難」は、民主主義の抱える問題を解説しながら、優れている部分についても言及しています。
「民主主義は最悪のシステムだ。但し、他の政治手法を除いては。」
これはイギリスの宰相チャーチルの名言ですが、民主主義は選挙などのコストがかかり、歴史的にとんでもない結果を引き起こしたことがあると彼は強調しています。
ただ、民主主義よりも優れた政治手法を人類はまだ発明していないため、しょうがなく民主主義を使っているとチャーチルは言いたかったと考えられています。
今回紹介する資料「熟議民主主義の困難」は、「民主主義は余暇を要求していた」というベンジャミン・ハーバー（アメリカの政治学者）の名言を引用しており、選挙や開票作業、議論などを必要とする民主主義を実践するためには時間が必要だということも説明しています。
昨年（2020年）11月にアメリカの大統領選挙が行われましたが、投票日は11月の第1月曜日の後の火曜日と法律で定められています。
日本の場合、選挙の投票日は日曜日のケースが殆どです。
アメリカで大統領選挙の日付に関する法律が制定された150年以上前、国民の大半は農業に従事していたキリスト教徒でした。
11月は秋の収穫期で忙しく、教会に行く日でもある日曜日に大統領選挙を行うことができなかったという背景があります。
交通機関が発達していなかった150年以上前、主要な移動手段は馬車であり、広大な国土を持つアメリカにおいては一番近い投票所に行くために丸1日かかることもあったようです。
当時は月曜日に移動をして、火曜日に投票をしていたため、現在のアメリカ大統領選もその名残が残っています。
ただ、一部の州では日曜日を投票日にしているところがあります。
スイスで2016年に住民投票が行われたベーシック・インカム（否決）についても、今回紹介した資料「熟議民主主義の困難」の「労働中心社会」部分で説明されています。
社会保障分野に興味がある人にとって、今回紹介する資料「熟議民主主義の困難」では面白い議論が展開されています（スイスでは、年4回国民投票がありますね。

P.S. 日本の場合、有給休暇の取得率が低いことが知られています。
最近になって、5日以上の休暇取得が法律で義務付けられていますが、休みがとりにくい雰囲気が残っている組織は結構あるようです。
平日に休みが取りにくいことから、代替手段として、どんどん祝日が増えていっているような気がしています。
祝日の場合、多くの人が休みを取って行楽地に殺到することから、移動で消耗し、余計に疲れるというジレンマに陥りがちです。
最近は、「フレックス休暇」を導入している会社があります。
フレックス休暇は、祝日に働いて、代わりに平日休むという仕組みです。
「皆が休んでいる時に働き、皆が働いている時に休む」という観点からすると、フレックス休暇は、中々のイノベーションのような気がしています😊。
フランスは有給取得率が100％の国として知られていますが、余暇によって発展したビジネスや文化があります。
世界三大スポーツイベントであるツール・ド・フランスが開催されるなど、フランスは自転車競技がさかんな国で、電車の中に自転車をそのまま持ち込めるようになっています（日本の場合、折り畳み自転車でも、ケースに入れないと断られます）。
1936年にフランスでバカンス法が施行され、長期休暇取得が法律で定められたことによってツール・ド・フランスを見学する人が増加し、一気に人気が爆発しました。
また、モネなどの印象派はパリ郊外の風景画を多く描いていますが、これも余暇を人々が楽しむようになり、鉄道旅行が一般的になったことと関係があります。
昔はカメラが普及していなかったため、人々は印象派が書いたパリ郊外の風景画を見て、鉄道での旅行先を決めていました。
鉄道の発達により、モネなどの芸術家の懐が潤ったというのは資本主義のダイナミズムを感じるエピソードですね😊。
＜ Mr. PDCAのボンジュール英語「代替」 = 「alternative」＞
今回出てきた「代替」の英訳はいくつか候補がありますが、「alternative」になります。
「代替手段」を英訳する場合、「alternative method」とすればよいですね😊。

In November at that time, people were busy with the harvesting season and they could not go to the presidential election voting on Sunday, which is the day they went to the church.
Modern transportation system was not developed 150 years ago, so American people were moving by carriage.
The United States has a vast country land it took one day to go to the closest polling station, so people moved on Monday, then cast their ballots on Tuesday.
There is still a remnant of this historical background (Some states are implementing the election on Sunday😊.

In addition, Impressionists such as Monet were drawing a lot of landscape paintings outside of Paris, but this has also been related to the fact that people have enjoyed leisure time and that rail travel has become common.
In the early 1900's, cameras were not common, so people had decided where to travel by train, looking at landscape paintings outside of Paris that Impressionists painted.
It is an episode that feels the dynamism of capitalism, because artists such as Monet could make money by the development of the railroad😊.
