メディアが政治に影響を与えることは古今東西同じですが、チャレンジングなことはメディア自身が「自分達は全知全能だ」という意識を持ちがちなことです。
1945年7月にポツダム宣言が連合国軍から日本政府に通知された際、受諾に一番反対していたので大手新聞でした。
大手メディアがポツダム宣言について、「笑止！」という見出しをつけて受諾拒否を主張し、本土決戦を煽（あお）ったことは覚えておく必要があるでしょう。
今回のコロナ騒動についても、元々は「新型肺炎」と呼ばれていた新型コロナウイルスの新規感染者ばかりを取り上げ、重傷者（肺炎が悪化した人）の数字を出さないのは何らかの意図があると考える方が自然でしょう。
今回紹介する資料「世界から戦争がなくならない本当の理由」は「答えは歴史が教えてくれます」をキャッチフレーズにしており、「国際連盟の失敗に学んで生まれた国際連合の『拒否権』」部分の以下フレーズが印象的でした。
「国際連盟は加盟国に平等な議決権が与えられていましたが、国際連合では安全保障理事会の常任理事国に拒否権を認めました。
第二次大戦の戦勝国であるアメリカ、イギリス、フランス、ロシア（当時はソ連）、中華人民共和国（1971年までは中華民国）の5ヵ国です。
安全保障理事会は、これに任期2年の非常任理事国10ヵ国を加えた15ヵ国で構成され、議案の可決には5つの常任理事国を含めた9ヵ国の賛成を得なければなりません。
常任理事国が1ヵ国でも反対すれば、ほかの14ヵ国が賛成でも否決されるわけです。
誰がどう見ても不公平なシステムですが、これは国連を機能させるための苦肉の策だと言えるでしょう。
国際連盟を脱退した日・独・伊は、いずれも常設委員会の常任理事国でした。
重要な位置を占める大国に脱退されたのでは、安定した機構になりません。
そんなことになるよりは、気に入らない議案には拒否権を発動して国連の枠組みにとどまってもらったほうがいい、という考え方です。
しかし、たしかに拒否権を与えれば大国の脱退は防ぐことができますが、議決に多数意見が反映されなければ、意思決定はままなりません。
しかも拒否権を持つ常任理事国には、東西冷戦で対立した米ソ両大国が含まれています。
そのため国連による紛争の調停などがなかなか機能せず、『国際社会の意思』よりも『アメリカやソ連の意思』が優先され、小国の紛争や内戦などが大国の思惑に振り回されることになりました。」（引用終わり）

P.S. 国際連合を英語で表現すると、「United Nations（UN）」になります。
常任理事国に拒否権があり、重要なことは何も決められないことをから、国際連合のことを「United Nothing」と揶揄する人もいました。
私はニューヨークで働いていた時、国際連合本部の近くにオフィスがあったこともあって、周辺をよく散歩したものです。
国際連合本部は、1947年にアメリカと国際連合が協定を結び、不可侵領域になっています。
アメリカの警察や治安当局は、国際連合加盟国代表や職員たちの本部入出を妨害しないことになっています。
この辺りのことを調べるだけで、ニューヨークの散歩は一段と楽しくなるものです。
私はニューヨークにいた2年間、最もマンハッタンを散歩した人間であると自負しています。

＜ Mr. PDCAのボンジュール英語「拒否権」 = 「veto」＞
今回出てきた「拒否権」の英訳は、「veto」になります。
「常任理事国に拒否権がある理由」を英語で表現する場合、「Why permanent members have veto」とすればよいですね :-)。

The material introduced today "The real reason why war does not disappear from the world (Japanese only)" has a catchphrase "History tells us the answer", and the following phrases were impressive in the part of "United Nations' veto power born from the failure of the League of Nations".
"The League of Nations granted equal voting rights to its member states, but the United Nations granted veto powers to the permanent members of the Security Council.
There are five countries that were the victorious nations of World War II: America, England, France, Russia (then the Soviet Union), and the People's Republic of China (the Republic of China until 1971).
The Security Council consists of 15 countries, including 10 non-permanent members with a two-year term, and must be approved by nine countries, including five permanent members, to pass the bill.
If any one of the permanent members opposes, the bill will be disapproved.
It's an unfair system for everyone, but it's a bit of a pain to get the United Nations working.
Japan, Germany and Italy, who left the League of Nations, were all permanent members of the Standing Committee.
It is not a stable mechanism if a major power withdraw that occupies an important position.
Rather than that, the idea is that if they don't like the bill, they should veto it and stay in the UN framework.
However, although it is possible to prevent the withdrawal of a great power by giving a veto right, if the majority of opinions are not reflected in the decision, the decision will not remain.
Moreover, the permanent members with veto powers include the United States and the Soviet powers that clashed during the Cold War.
For this reason, the mediation of conflicts by the United Nations did not work easily, and the will of the United States and the Soviet Union was given priority over the will of the international community, and the conflicts of small countries and civil wars were swayed by the speculation of large powers."
