PDCA日記 Vol. 2,067「政府の2つの役割」

時折、経営学の本もありますが、本日は「ビジネスとは何だろうか」という資料を紹介します。
「ビジネスとは何だろうか」によると、政府には２つの役割があるそうです。
「政府の重要や役割の第1は、市場が機能しない、役に立たない領域に、積極的に介入して資源を配分するという役割です。
たとえば、教育水準は社会発展の基礎となる重要な資源ですし、社会保障政策は国民生活の安心を支える上で欠かせません。
第2は、市場システムがよりよく機能するために支援するという役割です。
市場システムが効果的に機能するためには、公正な競争が行われなければなりません。
私的な独占などを取り締まり、公正な競争を促して市場メカニズムが適切に機能する環境を整備することなどが、この例となるでしょう。」（引用終わり）

政府の第２の役割「市場システムがよりよく機能するための支援」として、トランプ政権は関税政策を打ち出したのかもしれません。
非関税障壁や固定為替相場を採用している国に対して、アメリカ政府は「不公正な競争環境」と述べています。
アメリカに限りませんが、色々な国で「市場システムがよりよく機能するための支援策」と思って打ち出した政策が逆効果になることは、結構あります。
今回の関税政策によって、世界中の株価が暴落しました。
金融市場はトランプ政権に対して、「機能しない政策を実行している」というレッテルを突き付けたのかもしれません。
国債価格急落を受けたこともあって、トランプ政権が関税政策を緩和したことから、市場は落ち着きを取り戻しつつあります。
ただ、アメリカ政府の方針に一喜一憂する状況は続きそうです。
そう言えば、経済学の父であるアダム・スミスは、「政府は余計なことをしがちだが必要」と述べました。
スミスが主著「国富論」を出版したのは、1776年です。
約250年前から、スミスは現在の状況を見据えていたのかもしれませんね。

＜ 本日のボンジュール英語「軟化する」 = 「soften」＞
今回出てきた「軟化する」の英訳は、「soften」になります。
「トランプ政権の態度軟化によって、市場は落ち着きを取り戻しつつある」を英語で表現する場合、「Markets are regaining stability as the Trump administration softens its stance」とすればよいですね😊。

The Trump administration may have introduced tariff policies as the second role of the government, "supporting the market system to function better."
The US has described countries that adopt non-tariff barriers and fixed exchange rates as having an "unfair competitive environment."
This is not limited to the US, but it is common for policies introduced in many countries with the intention of "helping the market system function better" to have the opposite effect.
The recent tariff policy has caused stock prices around the world to plummet, and the Trump administration may have been labeled by the market as having "unworkable policies."
The market is regaining stability as the Trump administration softens its stance.
However, it seems likely that the US government's policies will continue to fluctuate between excitement and despair.
Adam Smith said, "Government is necessary, though it is prone to do unnecessary things."
Smith published his major work, "The Wealth of Nations," in 1776.
He may have been anticipating the current situation about 250 years ago.
