【PDCA日記 Vol. 1,824「本音と建前とアファーマティブ・アクション」】
先週の水曜日（9月11日）、ニューヨークの旧ワールドトレードセンター跡の911メモリアルプラザで追悼イベントがあり、参加してきました。
厳重な警備態勢が敷かれており、それもそのはずでトランプ前大統領とハリス副大統領が参加していました。
私は2人がいる場所からはかなり離れていましたが、普通に話をしている様子が伺えました。
討論会での仲が悪そうなやり取りはプロレスのようなもので、前大統領と現職の副大統領ということもあってか、色々と話題があるのでしょう。
本音と建前は日本独自のものと思われがちですが、2人のやり取りをみながら、「どの国でもあるのだなぁ」と感じたものです。
今回紹介する資料「アファーマティブ・アクション」は「平等への切り札か、逆差別か」をキャッチフレーズにしており、以下フレーズが印象的でした。
「ニクソンは、マイノリティを対象とする大規模な貧困政策に不満を持つサイレント・マジョリティの白人中間層や労働者階級からの支持を集めて、大統領選挙に勝利した。
貧困層の教育や職業訓練を充実させる政策が人件費などの多くの予算を必要としていた一方で、企業に数値目標達成のための自発的な努力を求めるアファーマティブ・アクションは、貧困との闘いとは異なり、大規模な予算措置を必要としない福祉政策であった。」（引用終わり）

アファーマティブ・アクションは、積極的差別是正措置と訳されます。
入試や雇用・昇進に際して人種や性別に配慮する取り組みで、1960年代の公民権運動後、アメリカで導入されました。
ただ、逆差別との批判もあり、2023年にアメリカ連邦最高裁が違憲判決を下しています。
日本の入試と異なり、アメリカの大学の入試では、大学進学適性試験（SAT）などの点数以外に高校の成績や課外活動、人物評価を基に書類選考で合否が決まります。
一発試験ではないため、アメリカの大学入試ではアファーマティブ・アクションが導入しやすかったわけですね。
違憲判決が出た今、アメリカ社会がアファーマティブ・アクションにどう対応するか注目が集まっています。

P.S.「声を上げない者たちは賛成している（The Great Silent Majority）」は、ニクソンの有名な言葉です。
「政府の方策に不満があるのであれば、選挙で反対票を投じるはずである」とニクソンは考えたわけです。
ニクソンは、投票に行かない人たちを「声を上げない者たち」として、与党の政策に賛成していると見なしたことになります。
アメリカの大統領選挙が近づいて来ましたが、日本の選挙とは仕組みが違います。
アメリカの場合、有権者が選挙前に登録手続きを行う必要があります。
有権者登録の制度は州によって違いますが、大統領選挙に参加する場合、アメリカ人は自分で手続きをする必要があるわけですね。
アメリカの大統領選挙の投票率が5割程度である背景には、有権者登録制度があると指摘されています。
自分の住所に投票用紙が送られてくる日本の仕組みは、恵まれているといえそうです。
＜ Mr. PDCAのボンジュール英語「警備態勢」=「security measure」＞
今回出てきた「警備態勢」の英訳は、「security measure」になります。
「厳重な警備態勢が敷かれる」を英語にする場合、「Strict security measures are in place」とすればよいですね。
Last Wednesday (September 11th), I attended a memorial event at the 9/11 Memorial Plaza at the site of the old World Trade Center in New York.
There was heavy security, and it was no surprise that former President Trump and incumbent Vice President Harris were in attendance.
I was quite far away from where the two were, but I could see that they were talking normally.
The exchanges at the debate were like professional wrestling, and perhaps because they were the former president and the current vice president, there must have been many topics to discuss.
It is often thought that honest and pretense are unique to Japan, but watching the exchange between the two, I felt that "honest and pretense exist in every country."
In the material introduced today "Affirmative Action," the following phrases were impressive.
"Nixon won the presidential election by rallying in the support of the silent majority of white middle-class and working-class voters who were dissatisfied with the large-scale anti-poverty policies that targeted minorities.
While policies to improve education and vocational training for the poor required large budgets for personnel expenses and other costs, affirmative action, which asked companies to make voluntary efforts to achieve numerical targets, was a welfare policy that did not require large-scale budgetary measures." (Unquote)
