過去のPDCA日記で、「社会保障は権力者を守るためのものであり、社会不安を起こさないために為政者が設定するものである」という経済学者の話を紹介しました。
社会保障が整備されていないと、不安定な状態の人達が政治に対して不満を持ち、反乱を起こすリスクが高くなるため、為政者は社会保障を整備するというのがこの学者の考えでした。
今回紹介する資料「福祉原理」は、「社会はなぜ他者を援助する仕組みを作ってきたのか」というテーマを議論しており、以下のフレーズが印象的でした。
「フランス革命初期においては、大衆を革命勢力に取り込む必要性もあり、友愛にもとづき『福祉』を受ける権利を保障すべきであるという主張がなされた。」（引用終わり）
福祉が政治的なものであるのは昔も今も同じですが、本書では「（国民皆保険がない等）アメリカで福祉があまり議論されない背景」について、ロックの社会契約説とアメリカの広大な国土があると述べています。
「市民社会を理論的に正当化したロックの社会契約説では、『福祉』は公的領域に位置づけられない問題であった。
広大なフロンティアを有するアメリカ建国時であれば、誰でも生産手段である土地にアクセスでき、救済に頼らずに生活することが可能であり、救済は例外的な問題であった。」（引用終わり）

P.S. 私がフランスで学生生活をしていた2010年、年金保険料の引き上げを仏政府が実施しようとしてゼネラル・ストライキが起こって交通機関が止まり（普段からよく止まっていたけれど😊)、失業というチャレンジに直面している人達が暴徒化し、駅周辺で騒いでいました。
働いて年金保険料を払っている人達が怒るのであれば理解できますが、払っていなさそうな人達が建物を壊している風景を目の当たりにして、色々な意味で私は矛盾を感じたものです。
「納税者が税金の使い方を決める」をキャッチフレーズにフランス革命は成功し、民主主義が始まったと言われています。
それまでは、税金を受け取っていた王族や貴族が、税金の使い方を決めていました。
世界的に高齢化が進行し、納税者よりも年金等を通じて税金を受け取る人の方が多くなりそうな状況に人類は直面しておいます。
230年前のフランス・パリで、「自由・平等・友愛」をモットーに民主主義は開始しました。
我々は民主主義の前提が変わろうとしている局面に立ち会っているのかもしれませんね。
＜ Mr. PDCAのボンジュール英語「貴族」 = 「aristocrat」＞
今回出てきた「貴族」の英訳は、「aristocrat」になります。
「大昔の貴族は時間を持て余していた」を英語にする場合、「A long time ago, the aristocrats had time to spare」とすればよいですね😊。
When I was studying in France, one professor said that "Social security is existing to protect powerful people and is set not to cause social unrest".
If the social security system is not maintained, the society will become unstable, because people who are facing challenges will be dissatisfied with politics and the risk of rebellion increases according to the theory of the above scholar.
The material to be introduced today "The Principles of Welfare (Japanese only)" has a catchphrase that "Why has society been creating a system of helping strangers?" and the following phrases were impressive.
"In the early days of the French Revolution, there was a necessity to incorporate the general public into the revolutionary forces, and it was claimed that the right to receive welfare should be guaranteed based on fraternity."

P.S. In 2010 when I was a student in France, the French government tried to raise the pension insurance premium, and the general strike happened and the transportation stopped, unemployment people became mobs and were making noise around the station.
If people those who were working and paying for pension insurance fees got angry, I could understand, but I saw the landscape that the unemployed people who are not paying for pension insurance were breaking the building and I felt contradiction in various ways.
It is said that the French Revolution succeeded and the democracy began with a catchphrase that "People who pay taxes decide how to use taxes (Until that time, royalty and nobility who had received taxes had decided how to use taxes)".
Aging is progressing all over the world and people who receive tax payments through pension, etc. are increasing and a number of taxpayers are declining.
We currently might be facing at the moment when the premise of democracy is about to change.
