【PDCA日記 Vol. 1,274「金儲けの機会としての紛争」】
私がフランスで学生に戻っていた頃、地理的な近さもあってアフリカからの留学生とグループワークを行うことが結構ありました。
アフリカから来ている留学生の場合、親が特権階級であるケースがあり、「ある国の財務大臣の娘」とか「ある国のサファイヤ王の息子」などという人もいました。
彼らは欧米の大学院で学んだ後、多くの場合、欧米で仕事を探していたようです。
その理由を聞いてみると、「アフリカでは色々なことがチャレンジングであるから」という回答が返ってきたことを覚えています。
今回紹介する資料「アフリカ経済の真実」は「資源開発と紛争の論理」を解説しており、「金儲けの機会としての紛争」部分の以下フレーズが印象的でした。
「代表的論客の一人であるポール・コリアー（Paul Collier）は、1960年～99年に生じた78の大規模な紛争事例について、経済学的な『機会』と政治学的な『動機』の相関関係を分析して、紛争が勃発する背景には、政治的な動機よりも特殊な経済的機会が強く働いていることを指摘した（Collier, 2004）。
すなわち、紛争には、従来考えられてきたような政治や民族・宗教対立といった『動機』よりも、資源を豊富に保有する国であり、管理体制が脆弱で資源を略奪しやすい状態（独自の軍事資金が調達しやすい）であることなどの経済的『機会』に対する武装集団の『欲望』（greed）が強く働いていると結論づけたのである。
紛争は、略奪可能な資源が眠っている国で起きやすく、その国の政府機能が弱体化した場合、その資源が金儲けの機会（ビジネスチャンス）になるということである。
アフリカで起こってきた紛争には、経済的な利益の追求という明確な動機が存在しているのだ。」（引用終わり）

P.S. 過去のPDCA日記で、ポール・コリアーの「民主主義がアフリカ経済を殺す」と「最底辺の10億人」という本を紹介しました。
ポール・コリアーは、「立法、行政、司法の三権分立が確立されていない社会で民主主義を導入すると、 独裁政治よりも悲惨な結果を引き起こす」と述べています。
イラクやリビアなどでは過去に独裁的な政治が行われてきましたが、教育システムは整備され、治安は維持されていたと言われています。
民主的なプロセスが導入された後のイラクやリビアで治安が悪化し、学校に行けない子供が増えている状況を見ると、ポール・コリアーの主張は正しい部分があるのでしょう。

＜ Mr. PDCAのボンジュール英語「機会」 = 「opportunity」＞
今回出てきた「機会」の英訳は、「opportunity」になります。
「金儲けの機会としての紛争」を英語で表現する場合、「Conflict as an opportunity to make money」とすればよいですね :-)。

The material introduced today "The Truth of the African Economy (Japanese only)" explains "The logic of resource development and conflict", and the following phrases were impressive in the part "Conflict as an opportunity to make money".
“One of the leading debates, Paul Collier, identified the economic opportunities and political motivations of 78 large-scale conflict cases between 1960 and 1999.
By analyzing the correlations, Collier pointed out that the outbreak of conflict was strongly attributed to special economic opportunities rather than political motives.
In other words, in a conflict, a country that has more resources than the motivation of political, ethnic, and religious conflicts that has been considered in the past, and whose management system is fragile and resources can be looted easily.
He concludes that the armed group's greed for economic opportunities, such as the availability of military funds, is working strongly.
Conflicts are more likely to occur in a sleeping country with lootable resources, and if the government function of that country weakens, that resource becomes an opportunity for making money (business opportunity).
The conflict that has occurred in Africa has a clear motive to pursue economic interests." (Unquote)
