過去のPDCA日記で紹介しましたが、日本では、国が価格を決めているものが2つあります。
薬価と教科書代です。
今回紹介する資料「いちばんやさしい憲法入門」は、憲法の世界を対話方式やゼミナール方式で解説しており、「教科書検定は違憲か？」部分の以下のフレーズが印象的でした。
「教科書の内容の政治的中立性、正確性、適切性を判断したり、全国一律の教育水準を確保するには、教育委員会や校長に委ねるだけでは不十分であり、多くの専門家がたずさわる検定制度がやはり必要です。
もっとも、だからといって、どのような内容の検定をしてもよいというわけではありません。
検定が常に上述の目的の範囲内で行われるとは限りません。
逆に、国家が検定を通じて、子どもたちの思想統制を行おうとすることもありえます。
そのような検定は、憲法上許されません。
したがって、国家が特定の思想的立場に立ち、それに反するような記述を排除するような検定処分を行う場合には、その処分が違憲とされます。」（引用終わり）

P.S. アメリカの場合、州と学区の教育委員会が教科書を選ぶ仕組みになっています。
教育内容自体が州や学区によって異なっているため、日本のように国が教科書を検定しないためです。
アメリカの高校を舞台にしたドラマや映画を観ていると、学生がロッカーに大きな教科書を置くシーンが描かれていたりします。
アメリカの学校にはロッカーが配置されていることが多く、学生は教科書などの自分の荷物を学校に置いておくことができるのです。
日本の大学院などはロッカーを整備しているところもありますが、まだまだ少数派ですね :-)。
＜Mr. PDCAのボンジュール英語「違憲」=「unconstitutional」＞
今回出てきた「違憲」の英訳は、「unconstitutional」になります。
「教科書検定は違憲か？」を英語にする場合、「Is textbook examination unconstitutional?」とすればよいですね :-)。

However, that does not mean that the state can do any kind of examination.
If the state takes a specific ideological position and takes a examination punishment that excludes statements that violate it, the punishment is unconstitutional." (Unquote)
