今回紹介する資料「25歳からの国会」は、「武器としての議会政治入門」をキャッチフレーズにしており、「本会議中心主義と委員会中心主義」部分の以下のフレーズが印象的でした。
「議会の運営方法には、大きく分けて本会議中心主義と委員会中心主義があります。
＜本会議中心主義＞
イギリスなどで見られるように、与党と野党が全面対決する『アリーナ型』の議会で多く見られる。
ただし、イギリスなどの本会議は日本と違い『全員出席』が原則になっているわけではなく、一人が話し全員が聞くという日本の本会議のイメージとは異なる。
＜委員会中心主義＞
アメリカなど、与党と野党という軸ではなく、立法府と行政府が互い牽制し合いながら、委員会で法律を変換していく『変換型』議会に多く見られる。
戦前の日本は同じ立憲君主制を採るイギリス議会を参考に『三読会』制度を採る、本会議中心主義でした。
戦後日本は、議会制度を戦前と全く異なるものに変更し、アメリカ型議会を参考にした委員会中心主義を取り入れました。
与野党が激突するだけに、予算委員会委員長の仕切りによって国会が大きく変わるほどの影響力があります。
法案が最後に決まるのは『本会議』ですが、『委員会』を知ることは、国会を知ることと同じです。
各委員会の特徴などを知れば、更に国会がよくわかるのではないでしょうか。」（引用終わり）

P.S. 今回紹介する資料「25歳からの国会」を読んで、「戦後日本は、議会制度を戦前と全く異なるものに変更し、アメリカ型議会を参考にした委員会中心主義を取り入れた」ことを、私は初めて知りました。
一部ですが、アメリカが日本の制度を導入しているケースもあります。
それは、交番です。
アメリカでは警官がパトロールすることで治安を維持しており、交番はありませんでした。
ただ、ハワイ州のワイキキにはホノルル市警の「Waikiki Beach koban」が設置されています。
また、ニューヨーク市のマンハッタンやカリフォルニア州のロスアンゼルス市にも交番が設置されています。
海外に暮らしていると、日本の治安の良さを改めて感じます。
日本で長く生活していると、治安が良すぎて危機管理意識が下がってしまうというチャレンジがありますね。
図書館等で、パソコンやスマホ、カバンをそのままにして席を外す人がいるのは、日本の治安の良さの象徴と言えるでしょう。
ただ、さすがに最近は図書館でも置き引きが発生しているようですが。
＜ Mr. PDCAのボンジュール英語「置き引き」 = 「luggage lifter」＞
今回出てきた「置き引き」の英訳は、「luggage lifter」になります。
「図書館で置き引きが発生している」を英語で表現する場合、「There are some luggage lifters in the library」とすればよいですね😊。
