インターネット上でニュースを見ていると、生活保護の不正受給が取り上げられていることがあります。
生活保護制度は、GHQ（連合国軍最高指令官総司令部）の指針で作成されたものです。
今回紹介する資料「家計の経済学」によると、旧生活保護法はGHQ指針の下で1946年、旧厚生省（現・厚生労働省）が「実質的に法律を作成し、施行された」と説明しています。
今回紹介する資料「家計の経済学」で印象深いのは、「所得か消費か」部分です。
「日本の貧困は所得を基準としてではなく、消費を基準として定義・測定している点である。」（引用終わり）
居住区やケースワーカーなどにもよりますが、生活保護受給者が「車などのぜいたく品を持つ必要はない」とされるのも、消費を基準にしているからと考えられています。
メディアにおいて、生活保護受給者のパチンコ通いも取り上げられますが、これも消費基準の目線（ムダ使いはやめるべき）と言えなくもありません。
生活保護に限らず、今回紹介する資料「家計の経済学」は、家計の経済について様々な分析を行っています。

P.S. 過去のPDCA日記でも紹介しましたが、私はベーシックインカムに賛成の立場を取っています。
ベーシックインカム導入によって、失業保険や年金などの給付窓口が一本化され、行政コストが削減されます。
また、やりたくない仕事を嫌々している人も一定収入が保障されることから、やりたい仕事を始める人も増えるでしょう。
ベーシックインカムに反対するのは年金受給者であり、人口が多く投票率も高い層であることから、政治的にベーシックインカムはチャレンジングであると考えられています。
ただ、イギリスやカナダなどの一部地域でベーシックインカムの試験運用が開始されており、今後の行方から目が離せませんね😊。
今回出てきた「生活保護」の英訳は、「welfare」になります。
「生活保護はGHQの指示？」を英語で表現する場合、「Welfare started by the GHQ direction?」とすればよいですね😊。

When you read the news on the Internet, you may find that the improper welfare has been taken up.
The welfare system was created in Japan according to the guidelines of the GHQ (General Headquarters, the Supreme Commander for the Allied Powers).

What really impresses me in this book is the "Income or Consumption" part.

Although it depends on the residential area and case worker, it is considered that the welfare recipients are not allowed to buy luxury goods such as a car because it is based on consumption.
The media also mention Pachinko attendance by welfare recipients, but this is also a consumer standard perspective.
In addition to welfare, this material analyzes various aspects of the household economy.
This book is a good book to read and also a good way to study economics😊.

P.S. As I mentioned in my past PDCA diary, I am in favor of basic income.
With the introduction of basic income, the window for benefits such as unemployment insurance and pensions will be unified, and administrative costs will be reduced drastically.
Also, people who dislike the work they don't want to do will be guaranteed a certain amount of income, so more people will start the work they want to do.
Basic income is politically considered to be challenging, because it is the pensioners who oppose basic income and the population is large and the turnout is high.
However, trial operation of basic income has started in some areas such as the United Kingdom and Canada, so keep an eye on the future 😊.
