【PDCA日記 Vol. 318「政府が問題の根源？」】
今回紹介する資料「アメリカ大統領は分極化した議会で何ができるか」で印象深いのは、「レーガン政権の税政改革1: 保守的な立場表明」部分です。
トランプ大統領が「尊敬してやまない」と言われるロナルド・レーガン元大統領は、1981年1月20日の就任演説で、有名な言葉を残しています。
「今日の危機にあって政府は解決策ではない。むしろ問題の根源だ。」（レーガンコメント終わり）
レーガンは「レーガノミクス」と呼ばれる大規模減税政策を実施し、歴史に残る大統領の1人として認識されています。
共和党においてレーガンは神格化すらされており、トランプの演説でもレーガンを「偉大な大統領」と持ち上げる場面が多いです。
本書はアメリカの歴史的な政策について定量分析を行っている貴重な資料であり、アメリカ大統領選挙の行方を占う上で参考になります :-)。

P.S. 日本では時々「首相公選制」の議論が出てきますが、私は反対の立場です。
日本の場合、衆議院と参議院がほぼ同じ権限（予算などを除く）を持っており、ねじれ国会になると色々なプロセスが止まってしまう仕組みになっているためです。
この中で首相公選制を採用してしまうと、首相はA党所属、衆議院の多数はB党、参議院はC党が過半数という感じで、「ねじねじ国会リスク（元首と上院と下院が違う党によって支配されている状況）」が出てきてしまうためです。
アメリカは「ねじねじ国会リスク」がある国なのですが、二大政党制を採用しているため、大統領、上院、下院は基本的に共和党か民主党によってコントロールされる仕組みになっています。
イスラエルは首相公選制を導入したことがあるのですが、首相の所属政党と議会の多数派が異なる事態が発生し、結局議院内閣制に戻すことになりました。
首相公選制を議論する場合、この辺りのこともきちんと理解しておく必要がありますね :-)。
＜Mr. PDCAのボンジュール英語「首相公選制」=「prime ministerial election system」＞
今回出てきた「首相公選制」の英訳は、「prime ministerial election system」になります。
「首相公選制をイスラエルは停止した」を英語にする場合、「Israel has suspended the prime ministerial election system」とすればよいですね :-)。

The material introduced today "What can the US President do in a polarized parliament?" explains the interesting analysis in the part "Reagan Administration Tax Reform 1: Conservative Statement."
Former President Ronald Reagan, who is truly respected by the incumbent President Trump, left famous words in his inaugural address on January 20, 1981.
"In today's crisis, the government is not the solution. It is the root of the problem."
Reagan has implemented a large-scale tax cut called Reaganomics and he is recognized as one of the greatest Presidents in the United States.
In the Republican Party, Reagan is even deified, and Trump's speech often raises Reagan as a "great president."
This book is an invaluable source of quantitative analysis of US historical policies and can be helpful in understanding the direction of the US presidential election :-).
