私は大学時代と大学院時代、経済学関連の本を結構読んでおり、マネタリスト、ケインジアン双方の経済学者とも色々な話をしてきました。
マネタリストは、「金融政策によって経済をコントロールすることができる」というスタンスを取る経済学者のことであり、シカゴ大学を中心としたシカゴ学派が有名です。
ケインジアンは、20世紀最大の経済学者と呼ばれるケインズの名から来ており、「需給ギャップが発生した時は、政府が財政出動を行って景気を刺激するべき」という考えを持つ経済学者を指します。
今回紹介する資料「ミルトン・フリードマンの日本経済論」は、「フリードマンが繰り返し日本に関する分析と発言を行なってきた」と強調しており、「経済的自由は政治的自由の必要条件である」部分の以下フレーズが印象的でした。
「（フリードマンは）経済的自由と政治的自由には密接な結びつきがあり、社会の進歩のためにも計画経済ではなく、市場経済が不可欠だと訴えた。
移動の自由や職業選択の自由といった経済的自由はそれ自体が重要な権利であるだけでなく、政治的自由の十分条件ではないにせよ、必要条件である。
経済的自由がない社会では、政府に反対する活動は物理的に不可能である。
極端な話、政府がすべての生産手段を所有し、経済活動を計画する社会では、政府批判者はどんな仕事にも就けず、思想を宣伝することもできないだろう。」（引用終わり）

P.S. フリードマンが1980年に北京を訪問した際、「経済的自由は政治的自由の必要条件」と唱えたことは有名な話です。
現在、中国は世界二位の経済力を持つようになりましたが、フリードマンが唱えた「経済的自由は政治的自由の必要条件」という部分については、現在でも議論が行われています。
この部分には私も色々と意見がありますので、経済学に興味がある方は、PDCAカフェにお越しください :-)。
＜ Mr. PDCAのボンジュール英語「必要条件」 = 「prerequisite」＞
今回出てきた「必要条件」の英訳は、「prerequisite」になります。
「経済的自由は政治的自由の必要条件？」を英語にすると、「Is economic freedom a prerequisite for political freedom?」となりますね :-)。
I read a lot of economics books during my college and graduate school days, and I have talked a lot with both monetarists and Keynesian economists.
Monetarists are economists who take the stance that "The economy can be controlled by monetary policy" and the Chicago School, led by the University of Chicago, is famous.
Keynesian comes from the name of Keynes, who is called the greatest economist in the 20th century, and refers to economists who have the idea that "When a supply-demand gap occurs, the government should mobilize fiscal and stimulate the economy".
The material introduced today "Milton Friedman's Theory of Japanese Economy (Japanese only)" emphasizes that "Friedman has repeatedly analyzed and commented on Japan" and the following phrases were impressive in the part "Economic freedom is a prerequisite for political freedom".
"Friedman argued that there was a close connection between economic and political freedom, and that a market economy was essential, not a planned economy, for social progress.
Economic freedom, such as freedom of movement and freedom of occupation, is not only an important right in itself, but a necessary, if not a sufficient, condition of political freedom.
In a society without financial freedom, activities against the government are physically impossible.
At the extreme, in a society where the government owns all means of production and plans economic activity, critics of the government will not be able to get any work and will not be able to advertise their ideas." (Unquote)
