【PDCA日記 Vol. 1,061「ベーシック・インカムは救世主？」】
スイスで2016年にベーシック・インカムに関する国民投票が行われ、否決された時はヨーロッパで話題になりました
日本でも、ベーシック・インカムに関する議論がインターネットを中心に行われています。
何を隠そう、私もベーシック・インカムに賛成派です。
国民全員に数万円程度を一律で支給し、年金や生活保護などの社会保障は廃止し、行政プロセスを一元化する政策がベーシック・インカムです。
ベーシック・インカムを導入することにより、年金や失業給付、生活保護などを支給するための手続きが不要になり、行政プロセスの簡素化だけではなく、公務員の大幅な削減が可能になります。
今回紹介する資料「ベーシック・インカム 国家は貧困問題を解決できるか」には、その辺りのことが詳しく書かれています。

P.S. ベーシック・インカムを導入する上で説得が一番難しいのは、年金受給層であると考えられています。
当然のことながら、年金受給層は受け取っている年金額が減らされる可能性があるため、ベーシック・インカムを唱える政治家に票を入れようとはしません。
社会全体にとってはプラスの政策であっても、選挙に行く可能性が高い人たちの利益を優先しなければならないことが民主主義のチャレンジングなところなのかもしれませんね。
そう言えば、イギリスのチャーチル元首相が以下の有名なコメントを残していますね。
「民主主義は最悪の政治形態らしい。ただし、これまでに試されたすべての形態を別にすればの話であるが。（It has been said that democracy is the worst form of government except all the others that have been tried.）」（チャーチル元首相コメント終わり）
＜Mr. PDCAのボンジュール英語「救世主」=「savior」＞
今回出てきた「救世主」の英訳は、「savior」になります。
「ベーシック・インカムは救世主？」を英語にする場合、「Is basic income the savior?」とすればよいですね😊。
漫画版「深夜食堂」もあり、こちらも面白かったですね😊。
ドラマ「深夜食堂」は、東京・新宿が舞台になっています。
主人公のマスター（小林薫）は新宿・花園界隈の路地裏にある小さな飯屋を経営しており、この店は深夜0時から朝の7時ごろまでしか営業していません。
店ののれんには単に「めしや」と書かれていますが、営業時間が深夜であるため、常連客から「深夜食堂」と呼ばれています。
深夜食堂のメニューは豚汁定食、ビール、酒、焼酎だけです。
ただ、客の希望に沿って、マスターが作れるものならば、何でも作ってくれるのが深夜食堂です。
私自身、深夜食堂のロケ地周辺で働いていたことがあるため、色々な意味で懐かしい感じがした作品でした🍚。

P.S. It is believed that the most difficult to persuade to introduce basic income is the pensioners.
Not surprisingly, pensioners are reluctant to vote for politicians advocating basic income, as the pensions they receive may be reduced.
Even if it is a positive policy for society as a whole, it may be the challenge of democracy to prioritize the interests of those who are likely to go to elections.
