【PDCA日記 Vol. 1,501「全ての人を常にだますことはできない」】
「民主主義は最悪の制度だ。但し、これまで試された全ての政治形態を除いては。」
上記は、イギリスの元首相であるチャーチルによる名言です。
チャーチルは、民主主義の問題を指摘しながらも、他に良い政治形態が見つかっていないため、民主主義を使わざるを得ないと考えたと言われています。
今回紹介する資料「21 Lessons: 21世紀の人類のための21の思考」は、「正解の見えない今の時代に、どのように思考し行動すべきか」を解説しており、以下のフレーズが印象的でした。
「民主主義は、『すべての人を一時、一部の人をつねに騙（だま）すことはできるが、すべてのひとをつねに騙すことはできない』というエイブラハム・リンカーンの原理に基づいている。
もし政府が腐敗していて、人々の生活を向上させられなければ、いずれ多くの国民がそれに気づいて、政権を交代させる。
だが政府がマスメディアを統制すれば、リンカーンの論理が崩れる。
国民が真実に気づけなくなるから。」（引用終わり）

P.S. 昨今の政治状況を見て、先進国における民主主義体制に疑問を投げかける識者も出始めています。
ただ、言論の自由がある民主主義社会で生活できることは非常に幸運なことであり、選挙に行く人の数が減っている現状を見ると、民主主義の恩恵を忘れがちなのかもしれませんね :-)。
＜ Mr. PDCAのボンジュール英語「恩恵」=「benefit」＞
今回出てきた「恩恵」の英訳は、「benefit」になります。
「言論の自由は、民主主義の恩恵の一つである」を英語にする場合、「Free speech is one of the benefits of democracy」とすればよいですね :-)。
"It has been said that democracy is the worst form of government except all the others that have been tried."
Above is a quote from Churchill, former British Prime Minister.
It is said that Churchill pointed out that democracy had to be used, because he knew the problems of democracy, but human beings had no other good form of government found.
The material to be introduced today "21 Lessons for the 21st Century" explains "How to think and act in this era when the correct answer cannot be seen" and the following phrases were impressive.
"Democracy is based on Abraham Lincoln's principle: 'You can deceive all people for a while, but you cannot always deceive all people'
If the government is corrupt and cannot improve people's livelihood, many people will eventually notice it and they will change the government.
But if the government controls the mass media, Lincoln's logic breaks down, because people don't know the truth." (Unquote)
