PDCA日記 Vol. 1,978「フランスはなぜ負けたのか？」
先週、フランスのマクロン大統領がX（旧Twitter）で、フランス国民にある本を読むようにすすめました。
それが、今回紹介する資料「奇妙な敗北」です。
「奇妙な敗北」は、レジスタンスでナチスに殺害された歴史家マルク・ブロックによる貴重な本です。
1940年当時、フランス政府首脳は「まさか戦争はないだろう」と高をくくっていました。
マルク・ブロックは、指導者が専守防衛にこだわり、硬直した官僚主義が、ドイツに対する惨敗の原因だったと分析しています。
敗北する組織では、「責任の所在が明確にならない」という特徴があります。
「奇妙な敗北」でも、フランスの敗北について責任の所在が不明確だったことが以下のように指摘されています。
「1940年の敗北は、まず軍事的な敗北であった。
しかも、はじめに人びとが信じたがったのとは異なって、フランスとイギリスが配備した兵力と軍備が数の上で劣っていたからではなく、知性の面で、そして行政の面で破綻していたゆえの敗北であった。
膨大な量の無用な書類、連絡や情報についての組織化のまずさ、等級や階級の細分化、上位からの命令の断片化、部局や指揮官の競争意識、現実の規律とは無関係な訓練の日常化、もめ事への恐怖と制裁への反感、責任感の消滅、等々。
すなわち防衛線という狭義にこだわったために、思考が停止してしまった点である。
誰に責任があるのだろうか。
議会制に、兵隊に、イギリスに、第五列にある、と将軍たちは答える。
つまり自分たち以外のすべてにある、というのである。
指揮官は自らの指揮下に行なわれたことには、すべて責任があるいうことにちがいない。
指揮官自身がすべての決断を率先して行なったかどうか、すべての行動を逐一知っていたかどうかは、重要ではない。
なぜなら彼は指揮官であり、指揮官たることを引き受けたのだから、良きにつけ悪しきにつけ、結果はすべて自分の責任として引き受けるのがその役目である。」（引用終わり）

＜ 本日のボンジュール英語「明確化」 = 「clarification」＞
今回出てきた「明確化」の英訳は、「clarification」になります。
「責任の所在の明確化」を英語で表現する場合、「Clarification of responsibility」とすればよいですね😊。

That is the document introduced today, "Srange Defea''.
"Strange Defeat" is a rare book by Marc Bloch, a historian who was killed by the Nazis in the Resistance.
In 1940, the leaders of the French government were skeptical, saying, "There will be no war.''
Marc Bloch analyzed that the leaders' insistence on defense and a rigid bureaucracy were the causes of Germany's crushing defeat.
Organizations that fail are characterized by a lack of clarity about where responsibility lies.
"Strange Defeat" also points out that it is unclear who is responsible for France's defeat.
"We just suffered an unbelievable defeat.
Who is responsible?
Parliament, the soldiers, England, the fifth column, the generals answered.
In other words, it existed in everything except ourselves.
Commanders must be responsible for everything that is done under their command.
It does not matter whether the commander himself/herself took the initiative in making every decision or whether he knew every action step by step.
Because he is the commander, and since he has assumed the role of commander, it is his role to assume all the consequences, good or bad, as his own responsibility." (Unquote)
