イタリアでCOVID-19の感染が拡大しており、国自体が封鎖されるという前代未聞の事態に陥っています。
基本的に、ユーロ圏内はパスポートなしで移動できるため、イタリアの国境を封鎖するという判断は、ユーロの理念に反する行動と言えなくもありません。
この問題が原因でユーロ圏が不安定な状況になっており、イギリスを除く欧州から人間や物資がアメリカに入れなくなるという事態になりました。
ただ、ユーロ圏は加盟国が多いこともあって、常に何らかの問題が起こっているようです。
2009年はギリシャ、2013年はキプロスで経済危機が発生しました。
2008年にアメリカで信用収縮が起き、ユーロ圏で財政危機と金融不安のダブルパンチが発生した国もありました。
ユーロ圏で危機が発生した場合、盟主であるドイツとフランスは常に支援の手を差し伸べなければならない状況に置かれています。
今回紹介する資料「EUの危機と再生 中東欧小国の視点」は、EUへの加盟が相次いでいる中東欧諸国の状況を解説している珍しい本です。
ヨーロッパの中小国がユーロに参加することで、ドイツやフランスと経済的な結びつきを強めることができます。
その反面で、ユーロ導入により、金融政策の自由がきかなくなるリスクを負わなければならないジレンマなどについて、本書では詳しい説明が行われています。
財政政策はそれぞれの国で管理し、金融政策はEU全体（欧州中央銀行）がコントロールするというユーロの仕組みは、一見不自然に見えます。
金融政策の自由度を失ってでも、中東欧諸国にとっては、安定した通貨であるユーロを流通させたいということなのでしょう。
安定した通貨を持つことの重要性を、改めて感じる一冊です。

P.S. 2010年に私がフランスに住んでいた時、ドイツやベルギーに車で旅行したことがあります。
フランス、ドイツ、ベルギーはEU圏であるため、私はパスポートなしで移動ができました。
ただ、フランスからドイツに入る際、自動カメラが入国者を撮影していました（乗車したまま、フラッシュがたかれていました :-)。
EU圏は移動自由と言いつつも、しっかり国境管理がなされていることを感じた瞬間でした :-)。
＜ Mr. PDCAのボンジュール英語「ジレンマ」 = 「dilemma」＞
今回出てきた「ジレンマ」の英訳は、「dilemma」になります。
「ユーロのジレンマ」を英語にする場合、「Euro's dilemma」とすればよいですね :-)。

This book also explains the dilemma of taking the risk of losing monetary policy freedom.
At first glance, it seems unnatural that the government controls finances in each country and monetary policy is controlled by the entire EU (the European Central Bank).
Even if each nation loses its monetary policy freedom, Central and Eastern European countries may want to distribute the euro, a stable currency.
It is a book that once again feels the importance of having a stable currency.
