東京オリンピック・パラリンピック開催によって、私が良かったと思うことは、飲食店の禁煙が促進されたこととキャッシュレスが急速に普及したことです :-)。
キャッシュレスが進むことによって、政府が資金移動を確認することができます。
映画などを観ていると、反社会勢力がジュラルミン・ケースに大量の現金を入れて、「今回はこれくらいでどうでっしゃろ？」と言いながら裏取引を行う場面があります。
現金を使う理由は、政府に資金移動を督促されないためであり、全ての商取引がキャッシュレスになれば、地下経済自体を一網打尽にすることができるのでしょう。
ただ、現金がなくなる日が来ることは想像できず、地下経済が消滅することも恐らくないのでしょう。
政府がキャッシュレスを進められないのは、中小企業経営者が反対することに加えて、地下経済の存在意義も背景にあるようです。
今回紹介する資料「日本の「地下経済」最新白書」は、「闇で蠢（うごめ）く26.5兆円の真実」をキャッチフレーズにしており、「地下経済はオモテの経済を刺激する」部分の以下フレーズが印象的でした。
「地下経済の拡大が社会や経済にメリットをもたらすことだってある。
第1のメリットは地下経済が地上経済を活性化させることである。
第2のメリットは、地下経済の拡大が職を失った人々に働く機会を提供することだ。
第3に、地下経済の拡大が長期的に経済システムの効率化に寄与する可能性がある。
第4に、これは発展途上国だけに当てはまる話であるが、経済全体に占める地下経済の割合が非常に大きい場合、地下経済を含まない1人あたりのGDPが極端に低い値として計算され、国際連合やIMF（国際通貨基金）、ILO（国際労働機関）といった国際機関から貿易な援助における優遇措置を受けることができる。」（引用終わり）

P.S. 今回紹介した資料「日本の「地下経済」最新白書」を読んで、地下経済と国際援助の関係があることを私は初めて知りました。
私自身は完全キャッシュレスの生活をしたいと思っており、北欧のように「現金お断り」のお店がもっと日本でも増えて欲しいと考えています :-)。
＜ Mr. PDCAのボンジュール英語「刺激する」=「stimulate」＞
今回出てきた「刺激する」の英訳は、「stimulate」になります。
「地下経済は、オモテの経済を刺激することがある」を英語にする場合、「Underground economy can stimulate the real economy」とすればよいですね :-)。

When watching movies, there are scenes where anti-social forces put a large amount of cash in a duralumin case and make a back deal.
The reason for using cash is that the government is not prompted to move funds, and if all business transactions become cashless, the underground economy itself can be exhausted.
However, I can't imagine the day when there will be no cash in Japan, and the underground economy will never disappear.
The government's inability to advance cashlessness seems to be due to the existence of the underground economy in addition to the opposition of SME owners.
The material to be introduced today "Japanese underground economy (Japanese only)" has a catchphrase of "The truth of USD 240 billion that goes in the dark" and the following phrases were impressive.
“The expansion of the underground economy also brings benefits to society and the economy.
The first merit is that the underground economy activates the ground economy.
The second advantage is that the expansion of the underground economy provides an opportunity to work for those who have lost their jobs.
Thirdly, the expansion of the underground economy may contribute to the efficiency of the economic system in the long run.
Fourth, this is only true for developing countries, but if the ratio of the underground economy to the overall economy is very large, the per capita GDP without the underground economy is calculated as an extremely low value.
In that case, preferential treatment in trade aid is available from international organizations such as the United Nations, IMF (International Monetary Fund) and ILO (International Labor Organization)." (Unquote)
